Operating under the "one country, two systems" premise, the Hong Kong government branches are administered by Secretaries appointed by the Chief Executive.

Registration

Anyone who intends to remain in Hong Kong for more than the permissible time must apply for a Hong Kong Identity Card. This includes spouses and dependants over 11 years of age. Application should be made within 30 days of arrival in Hong Kong at the Immigration Department, Registration of Persons Office which deals with registration of identity cards for Hong Kong residents and new arrivals, replacement of ID cards due to loss or defacement and changes in registered particulars. Registration offices are closed on Sundays and public holidays.
